The design method of a new hybrid steel fiber self compacting concrete(HSFSCC) was reported. A set of pastes were optimized to meet the requirements of working performance for 4 different water binder ratios. Then the content of each component was determined in terms of average thickness of paste layer(ATPL) and sand fiber ratio. The optimal mixing proportions were determined by mechanical property tests. HSFSCC with the slump over 260mm, slump flow over 550mm and total fiber volume fraction equal to 150% will be available. The standard cube compressive strength of it could reach up to 1145MPa and the flexural strength could rise up to 188MPa after 28 days standard curing.
