In order to reduce the permafrost thaw disease of asphalt pavement caused by heat absorbing and conduction in permafrost regions, the method of filling low thermal conductivity material into the asphalt mixture was used to change the thermal conductivity of aggregate and hence to reduce the thermal conductivity of the asphalt mixture. The optimal asphalt aggregate ratio of the asphalt mixture was determined and then the material composition design for low thermal conductivity asphalt mixture was done without changing AC 13 aggregate gradation. In order to keep the mechanical performance of asphalt mixture, ZS material was used to substitute the aggregate at particle size below 2.36mm by the same quality.
