Fly ash,fluorogypsum and cement were used to make a new kind of hydraulic binder.It is shown that the fraction of cement in the binder can be less than 15%, and the franction of fly ash and fluorogypsum can be more than 85%.The binder has good soundness in spite of its high use level of fluorogypsum.The binder is a material which is beneficial to environment,low-cost and worthy to be widely used.
